Shimla, Sept. 20 -- Shimla's arterial Circular Road was blocked for the second time in a week due to a landslide triggered by heavy overnight rain on Friday, while a three-storeyed building collapsed due to land subsidence in the district's Kumarsain sub division late on Thursday night, officials said. Though there was no casualty in both the incidents, the landslide in Shimla threw life out of gear as the town's lifeline was blocked on Friday morning near St Edwards School since 2am, posing a threat to adjoining multi-storeyed buildings on the hillside. The three-storeyed building that collapsed due to land subsidence in the Karevathi panchayat of Kumarsain in Shimla district on Thursday evening led to panic in the area. The building was evacuated following heavy, continuous rain and suspected structural damage due to the weather and potentially nearby construction of a highway. No casualty was reported as the building was cleared hours before the collapse. Shimla deputy commissioner Anupam Kashyap ordered the closure of St Edward's School on Friday and Saturday. The school authorities have been directed to conduct classes via online mode. Though restoration work is underway, residents raised concerns about the safety of nearby structures, including the school and houses. Public works department (PWD) teams have been deployed to clear the debris and restore road connectivity, though officials warn the site remains highly unsafe. PWD supervisor Sanjay Kumar said that the operation was proving extremely difficult due to heavy rainfall. "We have been working here since 3.30 am with 20 tippers deployed permanently, some from our department and some from contractors. Our priority is to make the road through as quickly as possible so that the public does not face further problems. However, even if the road is cleared, traffic movement has been barred by the administration as the stretch is not safe. Vehicles cannot be allowed here.The building above could collapse at any moment, causing further damage," he said. PWD driver, Vijay Kumar, while talking to media said, "The landslide occurred around 1.50 am. We were informed about it at 3 am and reached here by 3.30 am. Since early morning, we have been continuously working to clear the road. The building above is also at risk and could collapse at any time. Around 25 tippers and trucks are engaged in clearing the debris day and night." The strech is the main connectivity to McleodGanj where the 14th Dalai Lama resides. Immediately after the landslide, the local administration started the restoration efforts. The connectivity was restored after four hours. In Himachal's Kinnaur district, Thaw village suffered heavy damage on Thursday night due to a cloudburst. Two vehicles and agricultural fields and orchards were washed away in the flashflood. There was no casualty as people managed to flee their houses in time. Several houses are now vulnerable due to landslides, the officials said. Heavy rainfall was also reported throughout the night in Kangra and Hamirpur districts. The rain-battered Himachal Pradesh is expected to see dry weather from September 22 for a few days, the India Meteorological Department's (IMD) Shimla office has predicted. According to MeT department officials, light rainfall is likely at isolated places on September 20 and 21, thereafter, dry weather is expected over the state during the subsequent 2-3 days. The maximum temperatures are also expected to gradually rise by 2-4 degrees during the next 4-5 days in the state. However, no large change is likely in the minimum temperatures during this time. According to the Himachal Pradesh SDMA, 425 roads including 3 national highways- NH-03, NH-05 and NH-503A are blocked owing to multiple landslides. Since June 20, 427 people have died in rain-related incidents. Of these, 243 died in landslides, flash floods, while 184 lost their lives in road accidents, said officials....
