Govt suspends Khamano tehsildar for bypassing official jurisdiction
Patiala, Feb. 13 -- A tehsildar-cum-sub-registrar of Khamano in Fatehgarh Sahib district was on Thursday suspended for carrying out registrations of more than 12 properties of another district (Ludhiana), beyond her jurisdiction. As per the suspension orders issued by additional chief secretary-cum-financial commissioner (revenue) Anurag Verma, Khamano tehsildar Ramandeep Kaur has been placed under suspension with immediate effect. During the suspension period, she will be stationed at the office of the Rupnagar deputy commissioner.
Official documents accessed by HT reveal that the properties mentioned in the registered documents fall entirely within the territorial jurisdiction of Ludhiana district. Under statutory provisions, an immovable property must be registered in a sub-registrar office within the district where the property is located.
The gravity of the issue deepened further when the properties in question were reported to be part of unauthorised and even that of cancelled colonies. Registration of such properties requires mandatory no-objection certificates (NOCs) and statutory clearances from the competent urban development authorities which were purportedly missing.
Preliminary findings suggest that these mandatory approvals were either absent or not verified before registration.
Additional chief secretary-cum-financial commissioner (revenue) Anurag Verma said, "All the documents related to the registration fall under the jurisdiction of Ludhiana district, and not Fatehgarh Sahib district. As many as 14 properties, mostly residential and located in Ludhiana district, have been registered at Khamano tehsil in Fatehgarh Sahib district. Following the preliminary inquiry, we immediately suspended the tehsildar."
He added that the previous registrations carried out by the suspended official would also be thoroughly examined. Besides, orders have been issued to halt the mutation process of the registered properties in question.
Meanwhile, the suspended tehsildar, in her written reply to the Khamano SDM, stated, "The sale deeds mentioned in the complaint were attested at Khamano tehsil only after the drafts were duly approved by the native tehsils of Ludhiana district. Under the Anywhere Registration mandate and the Easy Registry framework, these deeds were pushed to the SRO Khamano portal only after receiving electronic approval from the respective native tehsil portals."...
