Assessment shows more flood losses in Jammu than Kashmir, says Omar
Srinagar, Oct. 28 -- Jammu and Kashmir chief minister on Monday said that compensation to the recent flood-affected families will be provided strictly as per damage assessment and not on any regional or religious considerations stressing that Jammu has suffered more in the recent natural calamity.
While talking in the assembly during the question hour, the chief minister said that the damage due to the recent floods was more in Jammu than Kashmir.
"Government of India sent a team. Our people joined them to assess damage. Home minister came and visited a couple of areas in Jammu. Agriculture minister came and witnessed a crop damage, did a meeting and left. We did the whole damage assessment. On assessing the damage, we found that this time Jammu has suffered more damage than Kashmir (as against 2014). We didn't try to balance this (regionally). Somebody tried to say that they will think Kashmir has not suffered any damage. I told them that where ever damage is more, they should get more relief," he said.
Omar was responding to a question by BJP MLA Sham Lal Sharma and other members on why there was no rehabilitation of flood affected people so far.
Reaffirming the government's commitment to fairness and justice in relief distribution, Omar said that some MLAs think that the government will do regional politics and will seek relief only when it is more in Kashmir. "This is not our politics. Neither was this our motive ever," he said. "We have prepared the package (of assessment) and it is being submitted to GoI. When the approval comes we will start distributing relief. And in it no religion or region will be taken into consideration," he said.
Omar also said that there was no need of a fresh policy on granting land to landless. "Landless people affected by the flood will be given five marlas of land on lease wherever available and the action on that front is being taken. Where ever available, the land will be provided on PMAY pattern. The documentary process is on," he said.
Minister for agriculture production department, Javid Ahmad Dar, informed the house that as per preliminary reports of the department around Rs.209 crore loss to agriculture and allied sectors has been reported due to recent closure of National Highway by landslides and flash floods in agriculture and allied sectors.
The minister made these remarks while replying a question raised by legislator Waheed-Ur-Rehman Para in the legislative assembly. "As per the department's assessment, There has been a loss of Rs.209 crore to agriculture and allied sectors like horticulture, sheep and animal husbandry," Dar said.
Chairman Surjeet Singh Slathia on Monday laid on the table of the House a copy of report of the House committee constituted to recommend revision in "salary and allowances of Members of Legislative Assembly of Union Territory of Jammu and Kashmir and the revision of pensionary benefits to the ex-legislators of Jammu and Kashmir Legislative Assembly." The panel was made to examine the existing salary framework of lawmakers in the Union territory and bring it in line with the prevailing standards in other states and UTs.
The report is expected to outline the financial implications, justifications and recommendations for revising the pay structure of elected representatives. Meanwhile, CM Omar introduced the Jammu and Kashmir Rent Authority Bill, 2025 (LA Bill No. 4 of 2025) in the Legislative Assembly. The speaker placed the Bill before House for consideration.
Chief minister Omar Abdullah said that the Election Commission of India (ECI) will be making a mistake by starting special intensive revision (SIR) in various states of the country without assessing the benefit it brought to voters in Bihar where it was first implemented. The EC has announced phase two of SIR of electoral rolls in 12 states.
Omar, while talking to media in Srinagar, said that there have already been concerns and complaints regarding SIR in Bihar. "It is yet to be known whether those doing SIR will benefit from it or not. Let the Bihar election conclude and we will see whether SIR has benefitted in any way or not. Then talk about its implementation in rest of the country," he said.
Omar said that his hope of the restoration of statehood to J&K is diminishing as the centre has stretched the issue.
"I was hoping for restoration of statehood from day one but now there has been some diminishing of that hope but the hope still exists. But the more this issue stretches, it is obvious, hopefulness will reduce. The more you make us wait, the less hopeful we will get. Still there is hope , although one year has passed. If it happens amid the hope, that would be better," he said.
J&K's special status was revoked by Centre in 2019 and the region was split into two Union territories - J&K with a legislature and Ladakh without one.
The CM also talked about the attempts which were made by the House members in the past one year to bring a resolution on statehood in the assembly. He said that he personally wanted the resolution to know the stand of the "party with 28 members"(BJP).
"On resolution of statehood, the speaker said that it is sub judice and didn't allow it. We wanted that statehood is discussed in the House but as custodian of the House, it is his decision. I wanted that there should be a debate on statehood to let us know who is where on the issue," he said.
He said that the party with 28 members has sought votes in J&K on statehood. "I know my stand. I know how me and my colleagues will vote when a resolution on statehood is brought in the assembly. But there is a party with 28 members here about which we know nothing how they think about the statehood. Although they sought votes from people in J&K on statehood issue. I wanted a resolution or any such opportunity in the House through which the 28 members clear their stance on statehood through a vote," he said.
