6-year-old girl assaulted with brick by Class-3 boy
Panchkula, Nov. 1 -- A six-year-old girl sustained critical injuries, including a minor fracture of her nose, after an eight-year-old Class-3 student allegedly attacked her with a brick, banged her head against a table and kicked her repeatedly inside a government school in Sector 20, Panchkula, on Wednesday.
The girl also suffered injuries to her face and other parts of her body and received stitches. She is admitted at the Post Graduate Institute of Medical Education and Research (PGIMER), where doctors say she has regained consciousness and is out ofdanger. She will remain under observation for two to three more days. Her statement will be recorded once her condition improves.
Closed-circuit television (CCTV) camera footage of the assault has since gone viral. Parents gathered outside the school on Saturday and staged a protest alleging negligence on part of the staff. Police have registered an FIR against the school principal, class in-charge and watchman under Section 75 of the Juvenile Justice Act and Section 125-B (rash or negligent acts endangering human life) of the Bharatiya Nyaya Sanhita (BNS).
According to preliminary findings, the incident began with a minor altercation. Students of junior classes were reportedly being taught together when the incident occurred.
The boy allegedly slapped the girl after she stuck her tongue out at him. When she started crying, he allegedly told her that her father was waiting for her on the first floor and took her there.
He then allegedly attacked her with a brick, repeatedly striking her face and head, banging her head against a table and kicking her until she lost consciousness.
The girl was later found lying in a pool of blood inside a locked room on the first floor.
Her uncle alleged that the assault took place between 3 pm and 4 pm. When the auto-rickshaw driver arrived to pick her up after school, she could not be found. He alerted her father, who rushed to the school.
According to the uncle, the boy allegedly told the girl's father where she was before leaving the spot.
When the father opened the locked room and found his daughter lying in a pool of blood, he fainted on seeing hercondition.
The family initially took the girl to a private hospital in Sector 21, Panchkula. After around four hours, she was referred to the civil hospital in Sector 6, which later referred her to PGIMER.
The family has questioned how the assault went unnoticed despite CCTV cameras and staff members being present on the school premises.
They have also sought an explanation as to why no one intervened when the girl was being taken to the first floor. They maintained that timely intervention by a teacher or another staff member could have prevented the attack.
A senior police officer said the case was being handled by a Special Juvenile Police Unit, considering the boy's young age.
The child in conflict with law was produced before theJuvenile Justice Board on Saturday and sent to an observation home. His mental and psychological maturity, including his ability to understand the nature and consequences of his actions, will be assessed on Monday.
The officer said criminal liability could be determined only after establishing whether the boy had sufficient maturity of understanding at the time of the incident.
Panchkula deputy commissioner of police Aditi Singh said an expert will conduct the boy's psychological evaluation in accordance with the Juvenile Justice Act. She said a preliminary assessment had indicated negligence on the part of the school administration....
