2 ISI-backed spy rings using solar-powered surveillance busted
Jalandhar, May 1 -- The counter-intelligence wing of the Jalandhar police and Kapurthala police, in a joint operation with central agencies, on Thursday dismantled two sophisticated ISI-backed espionage modules operating out of Kapurthala.
Punjab director general of police (DGP) Gaurav Yadav said these spy rings, being operated by three Ferozepur-based handlers, were using high-tech, China-made CCTV cameras to transmit live feeds of sensitive military locations to Pakistan-based handlers.
Yadav said the first module was busted by the counter intelligence wing with the arrest of one operative, identified as Sukhwinder Singh, alias Sukha, and recovery of a China-made CCTV camera, along with a solar plate with 4G connectivity from his possession.
Another module was dismantled by the Kapurthala police in a joint operation with a central agency, resulting in the arrest of two men and recovery of four mobile phones linked to foreign handlers, along with a SIM-based CCTV camera and a wi-fi set. The accused were identified as Sona, a resident of Dona Mattar in Ferozepur and Sandeep Singh, alias Sonu, a resident of Chhanga Khurd village in Ferozepur.
Counter intelligence AIG Simratpal Singh Dhindsa said the module's primary objective was the covert monitoring of sensitive sites, particularly army establishments. These solar-powered units allowed for continuous, autonomous surveillance, streaming live footage directly to handlers in Pakistan via mobile apps.
"Preliminary investigation reveals that the accused, along with his accomplices, had been installing these solar-powered CCTV cameras at multiple locations to monitor sensitive sites, including establishments linked to the army, and transmitting live footage to Pakistan-based handlers through mobile applications," the investigators said.
Kapurthala senior superintendent of police (SSP) Gaurav Toora said based on secret information regarding surveillance near the Army Cantt, a shop was raided in Model Town, Kapurthala. The arrested accused had rented the shop to install a SIM-based camera on a nearby pole to monitor military movements, he said.
"The investigation has also revealed that a Pakistan-based handler, identified as Fauji, provided Rs.35,000 to the accused for the camera installation," said the SSP. He further added that accused Sandeep was also involved in drug smuggling, having received Rs.50,000 for distributing 1 kg heroin sent via drones by the same Pakistani handler.
Two separate cases were registered under Sections 152 (acts endangering sovereignty unity and integrity of India) and 61 (criminal conspiracy) of the Bharatiya Nyaya Sanhita, and relevant sections of the Official Secrets Act at the City Kapurthala police station and the State Special Operation Cell (SSOC) station in Amritsar.
Law-enforcement agencies are currently conducting a deep-dive investigation into the modules' logistical chain to uncover the broader network and the specific technical channels used to facilitate this breach of national security....
