New Delhi, June 22 -- The Supreme Court has ruled that it is a citizens' fundamental right to walk on pavements. It is a landmark judgement, hard to implement. Much of our country's roads have sidewalks, or pavements that barely exist anymore. Other parts of our cities include narrow roads, crammed with two wheelers and drains. Making any modification is a challenge. Most readers who saw images from the Hauz Rani fire know this. But this state of affairs must not deter us.
