Prayagraj, Sept. 2 -- The toll in the firecracker factory blast in Uttar Pradesh's Kaushambi rose to 13 on Tuesday after a 50-year-old victim succumbed to his injuries and another body was recovered from the blast site, even as the police arrested the owner of the illegal factory after an encounter, officials said.
