New Delhi, Aug. 31 -- Supreme Court judge Justice Ujjal Bhuyan on Sunday questioned why the constitutional provision allowing appointment of a "distinguished jurist" as a top court judge has remained unused for more than 76 years, suggesting that the Centre and, later, the collegium had either failed to find sufficient depth in Indian legal academia or had simply never seriously explored the possibility. He rejected as "very shallow" the argument that legal academics lack the practical experience necessary to become judges. P6
