New Delhi, Oct. 30 -- The Delhi High Court on Wednesday sought responses from the Centre and Delhi government on a plea challenging provisions that bar school teachers from giving private tuition. The petition, filed by Prem Prakash Dhawan, a retired Delhi Public School teacher, contests Section 28 of RTE Act and Rules 113 and 123(1)(a)(viii) of Delhi School Education Rules, calling them "unconstitutional." A bench of chief justice DK Upadhyay and justice Tushar Rao Gedela questioned the petitioner's intent, adding, "He didn't have guts to approach HC while in service." HC noted that alleging misuse of a law can't justify striking it down and listed the case for November 12.shruti kakkar
