PANAJI, April 9 -- The Bombay High Court at Goa on Wednesday declared the by-election to the Ponda assembly constituency null and void, cancelling the notification a day before polling was scheduled to commence. Disposing of petitions challenging the legality of the election, the court ruled that holding the bypoll was untenable under Section 151A of the Representation of the People Act, as less than one year remained in the term of the current assembly. "The petition is allowed and the notification declaring the holding of the by-election is declared null and void.
