India, Jan. 21 -- Yes, you can now enter Delhi with an out-of-state BS4 petrol vehicle, as the GRAP Stage 4 restrictions have been lifted; however, a few conditions still apply.

With air quality showing improvement, the Centre for Air Quality Management (CAQM) has revoked GRAP Stage 4, which had been enforced across Delhi-NCR last week. At the moment, GRAP Stages 1, 2 and 3 continue to remain in force.

Under GRAP Stage 3, BS3 petrol and BS4 diesel vehicles are not allowed to operate in Delhi, irrespective of where they are registered. BS4 petrol vehicles are not part of the Stage 3 ban, which is why they are still permitted to run in the city under the current restrictions.
