Dehradun, May 20 -- Major General (retd) Bhuwan Chandra Khanduri, a decorated former Army officer, senior leader of the BJP, Union minister and two-time chief minister of Uttarakhand, died on Tuesday in Dehradun after a prolonged illness. He was 91. It was during his stint as Union road transport minister that the famed Golden Quadrilateral project - a network of highways connecting the country - took shape. P8
