New Delhi, July 18 -- The Supreme Court has held that a financial decision taken by a state government with the approval of the chief minister is ordinarily presumed to have the backing of the Council of Ministers, including the finance minister, unless there is evidence showing disagreement from the finance department. In a judgment clarifying the interpretation of Rules of Business framed under Article 166 of the Constitution, a bench of justices Dipankar Datta and Satish Chandra Sharma said the absence of a separate approval from the finance minister would not, by itself, invalidate a government decision if it had the approval of the chief minister.
