LUCKNOW, Dec. 19 -- As dense fog and bitter chill grip the state capital, the Lucknow Municipal Corporation (LMC) has failed to provide bonfire (alaav) facilities at several major public locations, exposing homeless people and daily-wage workers to harsh winter conditions.
