India, Oct. 11 -- Even as the Supreme Court is expected to clear the decks for "green fireworks" under the Centre's new guidelines next week, experts warn that Delhi may simply not be equipped to enforce them - especially with barely ten days left for Diwali.

The Centre's framework aims to ensure only less-polluting crackers reach markets. But the infrastructure to make that happen - testing labs, certification systems, and on-ground inspection - is almost non-existent in Delhi, experts warned.
