NEW DELHI, Aug. 20 -- Former Chief Justice of India Sanjiv Khanna, who appeared before a joint parliamentary committee (JPC) on Tuesday, raised the issue of "unfettered discretion" given to the Election Commission of India (ECI) in the Constitution (129th Amendment) Bill and the Union Territories Laws (Amendment) Bill, people aware of the matter said.
