Goa, Aug. 31 -- Goa has seen sharper politi cal battles and louder com munal flashpoints before. Yet the present moment warrants particular attention, be cause minorities are now feeling unease from several directions at once. It is not rooted in one incident or opposition to a single government decision. It stems from three devel opments: the proposed anti-conver sion law, the unresolved crisis over Diocesan Society of Ed ucation (DSE) salaries, and mounting anxiety over the FCRA regime and what it could mean for Church linked and minority in stitutions.
