Goa, Nov. 14 -- Bihar recorded a historic 67.13 per cent voter turnout, the highest since 1951. Yet for the Congress, contesting with Tejashwi Yadav's RJD under the Mahagathbandhan, the early trends point to another setback. Ashok Gehlot accused the Election Commission of being a "mute spectator" as Rs 10,000 was allegedly distributed to women during polling, calling it "vote theft".
