Goa, Dec. 23 -- The probe found that the Arpora Panchayat had issued a trade licence for the nightclub despite several procedural lapses. Based on these findings, it was contended that the Sarpanch should be arrested. Advocate Nitin Sardesai, however, submitted before the court that the licence was sanctioned through a collective decision of the Panchayat body. He maintained that responsibility cannot be pinned on one individual and that all relevant departments share equal accountability.
