BEIJING, China, Oct. 15 -- Authorities operating Beijing's 12345 Citizens Service Hotline are encouraging African countries, including Liberia, Sierra Leone and Nigeria, to adapt China's public service model to strengthen government accountability, improve service delivery and enhance citizen engagement.
