Jammu, Oct. 8 -- Even as the ruling coalition partners - the National Conference (NC) and the Congress - have yet to announce a formal seat-sharing arrangement for the upcoming by-elections in Budgam and Nagrota Assembly constituencies, several Congress leaders have begun groundwork for the Nagrota seat, signaling internal eagerness to contest independently if needed.

The move comes despite the absence of any clarity from the high command regarding whether the seat will be contested by Congress or left to the National Conference under a coalition understanding.
