Pakistan, Aug. 17 -- Iran's hardline leadership used the period after signing the Islamabad MoU to prepare for a major conflict, a US newspaper reported. The Wall Street Journal said Tehran strengthened its military capabilities during the period.

According to the report, Iran gave the Islamic Revolutionary Guard Corps greater control over regular military forces. Tehran also appointed officers with Iraq war experience to key positions.

Iran reportedly expanded counterintelligence operations and accelerated missile and drone production. Its leadership also sought greater control over the Strait of Hormuz and expanded regional military pressure.
