DAR ES SALAAM, Oct. 21 -- THE government plans to establish a venture capital fund to channel investment into startups through professional fund managers, in a move aimed at expanding access to finance and attracting private-sector capital to emerging businesses.

Minister for Finance, Amb Khamis Mussa Omar, said the proposed fund would operate as a “fund of funds”, investing through specialised fund managers rather than directly in individual startups.
