SriLanka, Sept. 30 -- A Parliament elected three years from now has both the right and the duty to reverse the 22nd Amendment, Prof. G.L.Peiris has said.

He said the amendment has been passed in Parliament and is now in force as part of Sri Lankan law. However, he said this is not the final word on the matter, as a future Parliament retains the full capacity to act on it.

Prof.Peiris said that under established legal principles, no Parliament can bind the hands of future Parliaments. Subject to the Constitution, a future Parliament has unrestricted authority to overturn what the current Parliament has done or deemed appropriate, and to adopt a completely different course, he said.
