Nairobi, April 28 -- Kenya is gearing towards development of its first public participation law; the Public Participation Bill 2025 currently before Parliament.
The Bill seeks to establish a framework for effective public participation, which will ultimately give effect to the constitutional provisions.
The High Court has previously ruled that public participation is not a cosmetic exercise but a central component of legislative and policy making processes. There is need, therefore, for the proposed law to entrench qualitative and quantitative aspects of public participation to avoid situations where the public views substantially differ with what finds its way in into law and policy.
