Uganda, May 7 -- The controversial Sovereignty Bill was passed. Despite loud protests, passionate petitions, media firestorms, and civil society's best efforts, Parliament marched in lockstep with the Executive and delivered exactly what was expected. Public pressure, as vigorous as it was, hit a brick wall.

While it is tempting to point fingers solely at the usual suspects-Executive overreach, weak institutions, or captured MPs-the harder truth stares us in the mirror: Ugandans have largely betrayed themselves by repeatedly electing leaders who can be bent like reeds in the wind.
