Mumbai, Sept. 2 -- The Jammu and Kashmir administration has submitted a proposal for a Rs 16.67 billion (bn) expansion of the Civil Enclave at Srinagar International Airport with a target completion year of 2031. The proposal was approved by the Cabinet Committee on Economic Affairs on 24 February 2026 and forwarded to the Ministry of Home Affairs with detailed project parameters and cost estimates. The stated intention is to lift annual passenger handling markedly to address rising travel demand and to modernise core terminal infrastructure.
The scheme envisages the construction of a new Integrated Terminal Building with a built-up area of 71,500 square metres designed to improve passenger flows and operational capacity. The terminal is described as capable of handling 2,900 passengers during peak hours and up to 10 million (mn) passengers annually according to the administration's submission. The use of modern planning standards is intended to enhance check-in, security and baggage handling areas within the proposed layout.
The project carries an estimated implementation period of 48 months and is currently in the tendering stage, with procurement milestones and regulatory clearances listed in the project documents. Construction and fit-out phases are planned to be phased to minimise disruption to ongoing airport operations while meeting the 2031 completion target. The timetable envisages sequential handover of works and staged commissioning of facilities in coordination with airport authorities and service providers.
Officials framed the expansion as a response to growing passenger traffic, particularly during peak tourism seasons, and as a means to strengthen regional connectivity and economic activity. The development is intended to provide additional capacity, upgraded passenger amenities and improved operational efficiency to reduce congestion and delays. The administration has indicated that adherence to procurement schedules and timely clearances will be central to delivering the project within the stated budget and timeline.
