Mumbai, Oct. 27 -- Odisha has begun implementing the Solid Waste Management Rules, 2026, with a focus on accountability, scientific disposal and coordinated action across urban and rural areas. Chief Secretary Anu Garg chaired the first state-level committee meeting at Lok Seva Bhawan, where officials reviewed the enforcement framework and compliance with Supreme Court directions.

The meeting was convened by the Odisha State Pollution Control Board (OSPCB). Its Member Secretary, Dr Manoj V. Nair, presented the main provisions of the rules and outlined priorities covering waste collection, source segregation, scientific processing and the safe disposal of inert residual material.

District Collectors have been directed to establish dedicated cells for integrated monitoring, compliance and execution of waste management systems. The state also plans to accelerate land identification for sanitary landfills, establish waste processing plants and scientifically remediate legacy dump sites. Enforcement against bulk waste generators will be strengthened to ensure adherence to statutory requirements.

The committee approved the use of digital monitoring mechanisms to improve transparency and accountability throughout the waste management chain. It also emphasised incorporating solid waste management concepts into school curricula so that students develop greater awareness of environmental protection and cleanliness.

Odisha will conduct awareness campaigns involving communities, public representatives, educational institutions, industrial bodies and citizens. Garg called for coordinated action by the Housing and Urban Development, Panchayati Raj and Drinking Water, Rural Development, and School and Mass Education departments, along with district administrations and the OSPCB. She directed all departments and District Collectors to follow the timelines prescribed by the pollution control board and complete the required compliance measures.
