Mumbai, July 28 -- The National Highways Authority of India has amended standard request for proposal documents for authority engineer and independent engineer consultancy contracts to raise minimum remuneration and attract experienced engineering professionals and young talent.
The authority said the revisions mandate minimum monthly pay to be provided by consultancy firms to key professionals, sub-professionals and young professionals engaged under future contracts. The revised norms prescribe minimum monthly remuneration of Rupees (Rs) 0.5 million (mn) for the team leader and bridge or structural engineer, Rs 0.25 million (mn) for the road safety expert and Rs 0.35 million (mn) for roles such as the resident-cum-highway engineer, programme schedule reviewer, senior quality-cum-material expert and senior pavement specialist.
The statement explained that the figures represent baseline pay that consultancy firms must honour when bidding for and staffing National Highways consultancy assignments. Firms may offer higher packages, but the minimums seek to set a sectoral benchmark and improve recruitment and retention of technical personnel involved in national highway projects.
In addition, the authority has revised provisions governing the engagement of site engineers to create structured career progression and permit experienced field engineers to transition into consultancy roles after their site tenure. Earlier policy had limited site engineer engagement to a maximum of five years and the revision aims to preserve accumulated technical knowledge within the sector. The new clauses have been incorporated into the General Conditions of Contract of the AE and IE consultancy RFPs to secure continuity of project supervision and to enhance quality, continuity and institutional memory in project delivery.
