Mumbai, Oct. 8 -- Maharashtra has signed sixty-seven memoranda of understanding involving proposed investments of Rs. 8.57 tn, with data centres, information technology, IT-enabled services and semiconductors accounting for Rs. 4.15 tn. The agreements were announced at the launch of the state government's Invest Maharashtra initiative on October 1, 2026.

The proposals are intended to support Maharashtra's ambition to become a USD 1 tn economy by 2030 and could generate approximately 291,000 direct and indirect employment opportunities. The projected jobs span digital infrastructure, renewable energy, advanced manufacturing, aerospace, defence, healthcare and agro-processing.

Data centres, IT, IT-enabled services and semiconductors represent the largest allocation within the pipeline. Akshat Greentech has proposed Rs. 1 tn across Navi Mumbai and Pune, while Sterlite Group has outlined Rs. 845 bn for digital infrastructure and semiconductor initiatives in Shahpur and Khalapur. ReNew has proposed Rs. 700 bn for an integrated data centre and IT-enabled services facility in Khalapur.

Cortex Data Centres has proposed Rs. 609.9 bn for computing infrastructure in Navi Mumbai. Trentar Data Centres and WorldOne Enterprises, through Astra Cybercity, have each proposed Rs. 300 bn for data infrastructure in Navi Mumbai and Ratnagiri. Pi-Semicon has outlined Rs. 400 bn for a semiconductor facility in Nashik, while Atri Energy Transition and Sterlite Technologies have proposed Rs. 40 bn and Rs. 27.9 bn, respectively, for energy transition and electronics manufacturing projects.

Invest Maharashtra has been positioned as a single-window platform to coordinate land, electricity, infrastructure, approvals and skilled manpower. Chief Minister Devendra Fadnavis said the government would coordinate investor requirements after project selection, with departments working jointly on implementation. The initiative includes a proposed outlay of Rs. 3 bn, including a Rs. 1 bn catalytic fund for emerging technology manufacturing and services.

The wider plan includes AI and Innovation Cities, Education Cities, Medicities, and development programmes referred to as Mumbai 3.0 and Mumbai 4.0. The government also aims to distribute investment beyond Mumbai and Pune to locations including Nagpur, Nashik, Ahilyanagar, Ratnagiri and Chandrapur. The MoU values represent proposed commitments rather than deployed capital, and their economic impact will depend on approvals, infrastructure and project execution.
