Mumbai, July 16 -- The Homi Bhabha Cancer Hospital and Research Centre in Visakhapatnam has invited bids for the development of a three megawatt (MW) captive solar photovoltaic (PV) plant as part of its efforts to increase clean energy use and reduce dependence on conventional power. The notice inviting tender was issued through a two-stage bidding process on behalf of the Director and is overseen by the Chief Engineer. The project covers full planning, design, engineering, supply, installation, testing and commissioning within hospital premises.

The selected contractor will be responsible for a one-year defect liability period followed by comprehensive operation and maintenance services for 10 years to ensure long-term performance and reliability. The institution has estimated the project cost at Rs. 158.3 million (mn) inclusive of Goods and Services Tax (GST). Interested bidders must furnish an earnest money deposit of Rs. two point five eight three million (mn) in the form of a demand draft, pay order, fixed deposit receipt or bank guarantee from a scheduled bank and cheques will not be accepted.

The successful bidder will be required to provide a performance bank guarantee equivalent to five per cent of the contract value and a security deposit of two point five per cent of the tendered amount. Construction and commissioning are to be completed within nine months of commencement. Contractors may submit pre-bid queries and undertake site visits until July 27 and a pre-bid meeting is scheduled for July 27 at 10:00 AM, with responses to queries due on August 6.

Bid documents will be available for download from July nine to August 20 up to 5:30 PM via the Central Public Procurement Portal while online bid submission will open on August 7 and close on August 20. Original physical documents including the earnest money deposit must be submitted by August 27 and technical bids will be opened on August 28, with the date for opening financial bids to be advised after technical evaluation. The tender schedule and conditions set penalties and contractual safeguards to secure timely delivery and quality.
