Mumbai, Aug. 3 -- The Goa government has commenced work on the Detailed Project Report (DPR) with Kochi Metro Rail Limited (KMRL) appointed to prepare the report over the next three to four months. The initiative aims to modernise inland water transport through eco-friendly electric boats, reduce road congestion and enhance tourism across the state. Officials described the plan as an integrated effort to provide sustainable commuter and tourist connectivity using the river network.
The River Navigation Minister, Subhash Phal Dessai, said the Centre had accorded priority to the project following a proposal submitted by the Chief Minister with support from the Prime Minister. He indicated the DPR will identify nine routes to be taken up in the first phase from a proposed 14 routes, estimate project costs, assess tourism potential and prepare a long-term roadmap for river transport in Goa. The process is intended to map operational requirements and regulatory clearances.
KMRL Managing Director Loknath Behara said the Water Metro will operate electric boats specially designed to suit Goa's river ecosystem while ensuring passenger safety and efficiency. He added that discussions have been held with Goa Shipyard Limited regarding construction of the vessels and that the DPR will determine the number, size and passenger capacity of the boats. The study will also finalise design parameters, battery technology and safety features while stressing the need to protect fragile flora and fauna.
The project is currently estimated to cost Rupees (Rs) 31 billion (bn) based on the feasibility study, although final costs will be fixed only after the DPR is completed. The proposed Water Metro network is planned to span about 111 kilometres and will be developed in two phases, with the first phase connecting major towns and villages through nine routes supported by around 32 terminals. Officials expect the system to offer a sustainable and efficient alternative mode of transport that complements existing road infrastructure.
