Mumbai, Nov. 6 -- Bengaluru will move its Transferable Development Rights (TDR) process to a fully digital platform covering the Greater Bengaluru Authority (GBA) and the Bangalore Development Authority (BDA). Greater Bengaluru Development Minister Krishna Byre Gowda directed officials to undertake the digitisation at a meeting with senior officials at Vikasa Soudha on 2 November 2026.
The software is expected to go live in about 10 days. The move follows Karnataka's wider effort to shift citizen services online, including the state's direction last month that licences and certificates be delivered through digital systems under Sakala.
TDR is a form of compensation provided to landowners who surrender property for public works, including road widening and new road construction. Instead of receiving cash, landowners receive certificates representing development rights, which can be used to permit additional construction elsewhere or sold to builders.
The proposed platform will record road and property details for each affected land parcel and support verification and scrutiny at every stage. It will also issue TDR certificates online, maintain records of their purchase and sale, and track the final use of each certificate. Applicants and property owners will be able to monitor application progress without repeatedly visiting government offices or relying on intermediaries.
Byre Gowda said road widening and new roads remained important to addressing Bengaluru's traffic congestion. He also pointed to the city's use of technology for traffic management, including the AI-led ASTraM platform of the Bengaluru Traffic Police, which received a national award in October.
The minister said the existing paper-based process had suffered from weak tracking and limited transparency, contributing to public dissatisfaction and reducing the effectiveness of TDR for land acquisition. A single digital record covering each certificate from issuance to final use is intended to give the GBA and BDA clearer oversight of development rights and improve the auditability of urban infrastructure transactions.
