Mumbai, Sept. 4 -- AtkinsRealis and BCA International Pte Ltd (BCAI), a subsidiary of Singapore's Building and Construction Authority, have signed a non-binding Memorandum of Understanding to explore collaboration on urban development and infrastructure opportunities in the Middle East.
The partnership aims to connect Singapore's built environment capabilities and innovations with AtkinsRealis' advisory, engineering and project delivery experience across Saudi Arabia and the UAE. Initial areas of focus will include sustainable urban development, scenario-based decision-support tools, construction productivity and long-term asset performance.
The companies will also explore targeted market engagement, the co-design of specific use cases and potential demonstration or client projects. Any future activities under the collaboration will be taken forward through separate agreements.
AtkinsRealis plans to support the initiative through platforms such as CityZenX, which focuses on identifying, testing and scaling solutions for urban development, sustainability and regeneration. The platform combines design programmes, innovation showcases, research partnerships, venture incubation and pilot deployment to support data-led decision-making and improve urban outcomes.
The collaboration is also expected to facilitate knowledge exchange between Singapore's built environment sector and major Middle Eastern development markets, helping accelerate the adoption of innovative technologies, planning approaches and new construction practices.
The MoU was formalised recently during International Built Environment Week 2026 at Marina Bay Sands in Singapore. The agreement follows earlier discussions between AtkinsRealis and BCAI on applying experience from major Middle East city projects to strengthen cooperation with Singapore's built environment ecosystem.
