Srinagar, July 9, July 10 -- In a significant ruling, the Jammu and Kashmir High Court has held that the Public Safety Act (PSA) cannot be invoked against a person solely for alleged involvement in illegal sand mining, observing that such activities may amount to violations of law but do not, by themselves, constitute a threat to public order warranting preventive detention.
