Dhaka, Oct. 23 -- Senior BNP leader Salahuddin Ahmed has said the "state cannot be governed by emotion" as he raised concerns over the legality of the order currently being discussed to implement the July National Charter.
Speaking at a seminar in Dhaka on Thursday afternoon, the BNP Standing Committee member said the discussions about issuing an order to enforce the Charter lack constitutional basis.
"Some people are saying that according to the people's aspiration expressed through the July Uprising, the chief advisor can now issue that law or order," he said.
"That is revolutionary, emotional talk. The state does not operate based on emotion. The state operates under laws, rules, and regulations."
