Dhaka, Aug. 23 -- With the monsoon rains, the Buriganga swells and its waters shift from a lifeless black to a fleeting blue, washing away the stench of dirt and garbage. But as the floodwaters retreat, the river sinks back into its murky, poisoned state, exposing once more the scars of neglect.
