Chennai, June 18 -- The first session of Tamil Nadu's 17th Legislative Assembly began on Thursday with Governor Rajendra Vishwanath Arlekar delivered an extensive policy address that laid out the vision of Chief Minister C Joseph Vijay and the newly elected Tamilaga Vettri Kazhagam (TVK) government.
