Patna, Oct. 13 -- Union Minister and BJP leader Nityanand Rai on Monday accused the former Chief Minister of Bihar, Lalu Prasad Yadav, of hampering Bihar's development and alleged that during the fifteen years of "Jungle Raj", numerous other scams occurred.
