New Delhi, April 17 -- Union Minister Dharmendra Pradhan on Friday dismissed concerns raised by Odisha Leader of Opposition Naveen Patnaik over the 131st Constitutional Amendment Bill, saying the apprehensions appeared to be an "attempt to create fear" and were not befitting of an experienced leader

Patnaik had yesterday urged state MPs to oppose the 131st Constitutional Amendment Bill, "both inside and outside the Parliament," arguing that the states that controlled the population are being "penalised."
