Sri Lanka, May 8 -- The President of the Socialist Republic of Vietnam and General Secretary of the Central Committee of the Communist Party of Vietnam, To Lam, who is on an official visit to Sri Lanka, announced that Vietnam and Sri Lanka have agreed to strengthen bilateral relations to a ''Comprehensive Partnership,'' marking a new phase in diplomatic and economic cooperation between the two countries.
