State has assailed the judgment dated 17.06.2019 passed by the learned H.P. State Administrative Tribunal (in short the Tribunal) allowing the Original Application instituted by respondent No. 1 association for grant of two "non-compounded advance increments" as incentive for its members' possessing M.V.Sc. degree from respective dates (on or after 01.09.2008) with all consequential benefits).
