Hyderabad, Feb. 16 -- Dr Thomas Wilp, First Aid and Prehospital Care Coordinator, Health Unit, Assistance Division, International Committee of the Red Cross, Geneva, Switzerland on Saturday said that emergency medical care does not start at the emergency care in the hospital and it start at the disaster site.
