Goa, May 3 -- In a tragic incident, a pregnant mother and her child passed away after doctors at a hospital in Mumbai performed a Caesarian delivery using only a cellphone torch as there was a power outage. Adding to the shock, this occurred at a facility run by the Brihanmumbai Municipal Corporation (BMC), which boasts a massive budget of over Rs.52,000 crores, with health allocation at Rs.6,250 crore, constituting 12% of the total.

The victim was a 26-year-old woman, Sahidun, wife of Khusruddin Ansari, a specially-abled individual without a leg.
