U.S. Senator Jim Risch (R-Idaho), ranking member of the Senate Foreign Relations Committee, today gave the following opening remarks at a full committee hearing on modernizing U.S. alliances and partnerships in the Indo-Pacific. Witnesses included The Honorable Harry B.
