JAMMU, Feb. 10 -- Eyeing electoral gains in the forthcoming Lok Sabha elections, chief minister Jai Ram Thakur, who also holds the finance portfolio, presented a rs44,387- crore populist budget with prime focus on farmers, youth, employees,women and social sector.

Presenting his second budget, Jai Ram said the overarching theme of the budget is empathy, compassion, equity, justice and support for rural areas with an aim to touch every section of the society. With 15 new schemes, the budget estimate was 7% higher than the 2018-19 budget of rs41,439 crore.
