JAMMU, Feb. 10 -- Chief Minister Jai Ram Thakur reached the house five minutes ahead of the budget session, which commenced at 11am.
Majority of the ruling party's members were already seated before he arrived. The opposition Congress members arrived late of whom the leader of opposition, Mukesh Agnihotri was the first one to arrive.
The ruling members greeted the opposition members by thumping their desk. Barring opposition leader Mukesh Agnihotri, other opposition leaders sat silently throughout the chief minister's speech.
Chief minister Jai Ram Thakur, who presented his second budget, spoke for about 2 hours 55 minutes, of which he gave around 17 minutes for the farm sector.
