INTRODUCTION
1 This is an appeal on questions of law under s 44(1) of the Administrative Appeals Tribunal Act 1975 (Cth) (AAT Act) from a decision of the Administrative Appeals Tribunal, General Division, given on 24 November 2022 (the Tribunal's decision) on a second review: Manikantan and Secretary, Department of Education [2022] AATA 4051 (TD). By that decision, the Tribunal affirmed an earlier decision of the Tribunal dated 24 March 2017 (the 2017 Tribunal decision) which, in turn, had affirmed a decision of the respondent, the Secretary of the Department of Employment and Workplace Relations.
